This position will serve as one of three executives in the College of Education (COE), Deans Office, University of Hawaii at Manoa. This position will be organizationally located in the Deans Office and will work in tandem to effectively provide research, administrative and academic leadership in the College. This position will coordinate and ensure effective leadership of research programs funded by State/Federal, private, foundation and non-government organizations in the College of Education.

1. Provide technical and strategic oversight and review of contracts and grants including the development and growth of support for soliciting, preparing and obtaining COE contract and grant activities in collaboration of the new College of Education Research Institute (CERI); develop and implement strategies for overall faculty development, including aid in research support.
2. Work collaboratively with faculty, staff and internal/external constituencies to develop long-range and short-range plans and measurable benchmarks that support the development of COE.
3. Collaborate with the Dean, faculty, staff and other constituencies and serve as the liaison in developing short-range and long-range facility use plans for Everly Hall, Wist Hall, Castle Memorial, Snyder Hall, and extramural project locations (i.e. Manoa Campus : East-West Center, Varsity Building F and locations outside UHM).
4. Promote and support projects and activities between the COE and other campus units to include developing and supporting partnerships with schools, state agencies and private and public entities.
5. Coordinate interdepartmental and interdisciplinary projects and integrate research policies, priorities and programs within COE.
6. Identify research priorities within the context of COEs vision, mission and strategic plan.
7. Serve as spokesperson for the College in venues as designated by the Dean.
8. Serve on designated College, University and national committees or advisory committees of other agencies/groups as requested and considered beneficial for COE.
9. Maintain close communications with educational organizations and stakeholders in order to identify research needs and advocate among COE stakeholders in support of COE research.
10. Participate in COE budget development with the Dean and Associate Dean for Academic Affairs and in faculty personnel evaluation (promotion, tenure, contract renewal).
11. Actively participate as a key member of the College leadership team to help achieve the vision and mission of the COE and the legislative process and requirements.
12. Assist the Dean with reports, issues, and concerns related to the successful development of various departments/units in the COE.
13. Assist with undergraduate and graduate programs, accreditation requirements and administrative tasks/issues such as interpretations and implementations of policies and procedures for the college.
14. Track and report Education related legislative bills, acts, etc., maintain and strengthen working relationships with the legislature, managing grievances and complaints, questions, problems and other administrative type duties.
15. Other Duties as Assigned.

This position will make final decisions on extramurally funded contract and grants, Outreach College agreements, Deans Office administrative tasks, and decisions when the Dean is on travel or leave.

This position will perform work under the general supervision of the Dean.

Work involves considerable contact with senior system and campus administrators, professional societies and organizations, accrediting agencies, faculty committees, department chairs, support staff, state and federal agencies, including the departments of education, and legislative bodies.

1. Doctorate degree in Education or equivalent in education and experience.
2. Attainment of academic rank of Associate or Full Professor and have a demonstrated record of research and administrative experience prior to appointment.
3. Minimum of five years of experience in higher education management, institutional planning, and academic affairs, higher educational organization, administrative systems, structures, and/or the policy formulation and research design processes common to universities and college, and state-wide systems of higher education.
4. Demonstrated ability to formulate an academic vision and link it with internal capacities and external constraints.
5. Ability to establish and maintain effective working relationships with the full range of internal and external university constituents.
6. Research publication records commensurate with academic rank.

1. Experience as journal editor, including Associate or Assistant editors.
2. Successful in securing extramural funding, including federal, national, professional organizations, and/or private foundations.
3. Experience in fundraising with individuals, corporations and/or foundations.
